变换
推理：摘要标题
为无标题的推理摘要添加标题，并在流未发送摘要增量时补发一条摘要增量。
行为
此变换在推理摘要没有标题时，为非空摘要添加 **{title}** 和两个换行。如果推理节点结束时从未发送过摘要增量，此变换还会在 NodeDone 之前补发一条推理摘要增量。
此变换不移动 content。它不修改 encrypted 或 source。如果需要先把明文 content 复制到 summary，请在同一响应阶段链中把 reasoning_content_to_summary 放在此规则之前。

适用场景
- Responses 客户端会隐藏无标题推理摘要，或只渲染实时
response.reasoning_summary_text.delta。 - 同时启用
reasoning_content_to_summary时，把本规则放在它后面。
